What is Cross-Connection Control?

A cross-connection is any point where potable (drinking) water can come into contact with non-potable water or contaminants. Without proper protection, these connections can allow backflow—a reversal of water flow that can introduce chemicals, bacteria, or other pollutants into the clean water supply.

Cross-connection control focuses on identifying these risks and preventing contamination through the proper installation, testing, and maintenance of backflow prevention devices.

Who Cross-Connection Control Applies To

Backflow prevention requirements apply to a wide range of properties and water systems

Commercial Properties
Restaurants, wineries, office buildings, and hospitality businesses

Industrial & Manufacturing Facilities
Operations with process water or chemical use

Medical & Dental Offices
Healthcare facilities with potential contamination risk

Multi-Family Residential Buildings
Apartments, condos, and HOA-managed properties

Irrigation & Agricultural Systems
Vineyards, farms, and landscape irrigation

Fire Sprinkler Systems
Commercial and residential fire suppression systems

Auxiliary Water Sources
Recycled water, rainwater capture, and storage tanks

Boilers & Hydronic Systems
Heating systems with potential cross-connections

Properties on Well Systems

Well-served properties are not always exempt — protection may still be required depending on your setup

Private Wells (Single Property)

Typically not subject to routine municipal enforcement, but backflow prevention is strongly recommended—especially where irrigation, boilers, hydronic systems, or filtration equipment are present.

Shared Wells & Small Water Systems

May fall under regulation by the California State Water Resources Control Board and can require backflow devices, annual testing, and compliance documentation.

Systems with Potential Cross-Connections

If your system includes irrigation, chemical treatment, fire protection, or any connection to another water source, backflow protection is often required to prevent contamination.
